Russia vote watchdog head detained before election (Reuters)

MOSCOW (Reuters) ? Russian customs officers held the director of an independent election watchdog for 12 hours at a Moscow airport on Saturday and seized her laptop computer in what the group said was an attempt to stop it monitoring Sunday's parliamentary election.

Liliya Shibanova, executive director of Western-funded group Golos, was detained at Sheremetyevo airport after returning from abroad for the election, which Vladimir Putin's United Russia party is likely to win with a reduced majority.

"The pressure on Golos and its leaders (is) an attempt to block their activities involving independent public monitoring of the election," said a lawyer for Golos, Ramid Akhmetgaliyev.

Campaigning ended on Friday but election posters were allowed on Saturday far away from polling stations if they had been posted earlier. Moscow neighbourhoods were dotted with United Russia posters, but other parties' posters had gone.

Opposition parties say they expect voting irregularities on Sunday as part of efforts to boost United Russia's result, and complain the ruling party had more air time during the campaign.

Speaking to reporters after she surrendered her computer and let go, Shibanova said she had been told she "allegedly had very dangerous software on her laptop."

A Moscow court ruled late on Friday that Golos had violated a ban on the publication of opinion poll results within five days of the election to the State Duma lower house.

A leading expert with Golos, Alexander Kynev, said Shibanova's detention and the court case amounted to "a coordinated operation" against the group and added: "I am convinced that these are actions of government authorities."

Golos and its lawyers said they would appeal against the court decision, which came with a 30,000-rouble ($970) fine. They said Golos had published allegations of campaign violations, not opinion poll results.

Prime Minister Putin has accused foreign countries of meddling in the preparations for the election -- and for a March presidential vote he is expected to win -- by funding organisations in Russia.

The U.S. government issued a statement on Friday condemning the court ruling against Golos and "what appears to be a pattern of harassment directed against this organization."

Russian lawmakers had earlier objected to Golos' foreign financing and urged it to stop vote monitoring.

Golos, a non-profit organisation, has a hotline for electoral violation allegations and an interactive map showing more than 5,500 reported violations linked to Sunday's vote.

It acknowledges it is funded from Europe and the United States, saying this helps it remain objective.

PUTIN SAYS WEST MEDDLING

During his 2000-2008 presidency, Putin repeatedly accused the West of seeking to weaken Russia and of meddling in its affairs, including by funding non-governmental organisations meant to strengthen democracy.

Formally launching his bid to return to the Kremlin next year by accepting United Russia's nomination at a party congress last Sunday, Putin reiterated these accusations.

He said "representatives of some foreign countries are gathering those they are paying money to, so-called grant recipients, to instruct them and assign work in order to influence the election campaign in our country themselves."

He said any such activity was a "wasted effort" because Russians would reject foreign-funded politicians.

Russia's NTV television broadcast a film on Friday that portrayed Golos as a dishonest group working for U.S. cash and alleged that the Swedish embassy in Moscow had been teaching students to use social networks to organise mass protests.

The Swedish embassy issued a statement rejecting the allegations and dismissing suggestions one of its staff had been spying.

Critics in Russia and the West accuse Putin of curtailing democracy through a series of electoral reforms during his presidency, which coincided with an oil-fueled economic boom.

His announcement in September of plans to swap jobs with President Dmitry Medevedev upset some Russians who saw it as a back-room deal agreed with no regard for voters. Putin, 59, could be in power until 2024 if he wins two more terms.

If United Russia, which has dominated the State Duma lower house since 2003, does not retain its two-thirds majority, the biggest gainers could be the Communist Party, which is likely to remain the second biggest force. Vladimir Zhirinovsky's nationalist LDPR also hopes to gain votes from United Russia.

Medvedev, who is leading United Russia into the election, also criticised the West on Saturday, urging Russia's chief prosecutor to study ways to bring to justice foreigners who abuse children they adopted in Russia.

Russia's children's rights commissioner, Pavel Astakhov, said on Friday the United States had "inexcusably" failed to inform Moscow for years about the 2005 death of a Russian-born toddler adopted by an American couple.

I support the suggestion by Mr. Tan Kin Lian asking to review the outdated procedure for getting the replacement of a lost title deed.

I find that advertising the loss of the title deed is unnecessary and a waste of time and money, as I had a similar experience sometime ago. After all, how many people bother to read the classified advertisements in the papers? 

The reply given by the Director of the Land Title Registry shows that this government is inflexible in their policy, and is still clinging to outdated procedures, or does not care about the unnecessary cost and expenses that they are imposing on the citizens.

I refer to the reply "Why notice on property cert is crucial" from the Director, Land Titles Registry.

The Director justified the requirement for an advertisement in the Straits Times on the following grounds:
  • to alert the public of the lost certificate and to prevent is improper use
  • a similar requirement applies to Australia and Canada
I wish to ask the Director to clarify the following:
  • how could the certificate be used improperly, when there is a requirement for any interest in the property to be lodged through a caveat with the Registry
  • how many cases of advertisements were made in recent years and how many instances were the public notified through the advertisements 
  • whether Australia and Canada has a system of registry of land titles that is similar to Singapore that could prevent improper use?
  • if other countries, e.g. UK and the USA, have done away with this archaic requirement?
  • if the advertisement in a website could have served the purpose, without the need to advertise in the newspaper?
I wish to encourage our government agencies to update our requirements and procedures to reduce cost to the public, without increasing the risk of fraud and abuse.

Syracuse's Boeheim not worried about job status (AP)

SYRACUSE, N.Y. ? After his Syracuse Orange had run away to another victory, men's basketball coach Jim Boeheim turned his focus to a far more important matter.

Boeheim said Tuesday that "what happened on my watch" will be revealed once police complete their inquiry into child molestation accusations against his former longtime assistant.

"I never worried about my job status in 36 years," Boeheim said at his first postgame news conference since Bernie Fine was fired Sunday. "I do my job. What happened on my watch, we will see. When the investigation is done, we will find out what happened on my watch."

Advocates for sex abuse victims said Boeheim should resign or be fired for adamantly defending Fine and verbally disparaging two former Syracuse ball boys, two of the three men who have accused Fine of molesting them.

"Based on what I knew at that time, there were three investigations and nothing was corroborated," Boeheim said. "That was the basis for me saying what I said. I said what I knew at the time."

He said he didn't regret backing Fine when the allegations were first made public.

"I've been with him for 36 years, known him for 48 years, went to school with him," Boeheim said. "I think you owe a debt of allegiance and gratitude for what he did for the program. That's what my reaction was. So be it."

Fine has denied the allegations.

Boeheim received a standing ovation when he walked onto the court that bears his name for the game against Eastern Michigan that the Orange won, 84-48.

Boeheim said there's a misconception that he's bigger than the program because of his long tenure and great success. He has 863 career wins, fifth all-time in Division I.

"If I was gone today, this program would be fine. This program would do great," he said. "Ten years from now, this program will do great. This is not Jim Boeheim. This is Syracuse University's basketball program. It is not about me. It never has been about me."

Asked to comment on Boeheim's status earlier Tuesday, Syracuse University Chancellor Nancy Cantor said:

"Coach Boeheim is our coach. ... We're very pleased with what he said Sunday night, and we stand by it."

After initially saying Fine's first two accusers were lying to make money in the wake of the Penn State University child sex abuse scandal, Boeheim backed off those comments Sunday.

"What is most important is that this matter be fully investigated and that anyone with information be supported to come forward so that the truth can be found," Boeheim said in a statement. "I deeply regret any statements I made that might have inhibited that from occurring or been insensitive to victims of abuse."

One of the accusers, Bobby Davis, first contacted Syracuse police in 2002 regarding Fine, but there was no investigation because the statute of limitations had passed. Kevin Quinn, a Syracuse spokesman, said police did not inform the university of Davis' allegations then.

On Tuesday, Syracuse Police Chief Frank Fowler said Dennis DuVal, a former SU basketball player who was police chief in 2002, knew of the allegations against Fine.

Fowler said DuVal, who played for the Orange from 1972-74, was aware of Davis' accusations in 2002 that Fine sexually abused him.

Because Davis said the abuse stopped 12 years earlier, Syracuse Det. Doug Fox told him the statute of limitations had passed, meaning an arrest was not possible. Fox advised his supervisor in the abused persons unit, but didn't file a formal report. The detective is still with the department, but not in the same unit.

A phone message left with DuVal was not immediately returned.

Fowler said Syracuse police will change their procedures moving forward.

"I was not the chief in 2002 and I cannot change the procedures in place at that time or the way this matter was then handled," Fowler said in the statement. "But what I can and will do as chief today is ensure that moving forward all reports of sexual abuse are formally documented."

On Nov. 17, Davis' allegations resurfaced.

Davis, now 39, told ESPN that Fine molested him beginning in 1984 and that the sexual contact continued until he was around 27. A ball boy for six years, Davis said the abuse occurred at Fine's home, at Syracuse basketball facilities and on team road trips, including the 1987 Final Four. Davis' stepbrother, Mike Lang, 45, who also was a ball boy, told ESPN that Fine began molesting him while he was in the fifth or sixth grade.

Boeheim said during his news conference that ball boys have never traveled with the team.

A third accuser went public Sunday. Zach Tomaselli, who faces sexual assault charges in Maine involving a 14-year-old boy, said he told police last week that Fine molested him in 2002 in a Pittsburgh hotel room.

Now the U.S. Attorney's Office and the U.S. Secret Service have taken the lead in the Fine investigation.

Also Sunday, ESPN played an audiotape, obtained and recorded by Davis, of an October 2002 telephone conversation between him and Fine's wife, Laurie. ESPN said it hired a voice recognition expert to verify the voice on the tape and the network said it was determined to be that of Laurie Fine.

During the call to the woman, Davis repeatedly asks her what she knew about the alleged molestation and she says she knew "everything that went on."

On Tuesday night, Boeheim began his postgame news conference by reading a statement:

"It's hard to put everything into words," Boeheim said. "I thought a lot today about different things. I'm saddened in many ways by what's unfolded, and I'm looking forward to a time when we can talk and learn from what has happened.

"There is an important investigation going on, which I fully support, and I can't add anything to that by speaking more about that now," he said. "The investigation and all that we can learn from it is what is important."

Before the game, some fans offered their support for Boeheim.

"I feel sorry that he stuck up for a friend," said 40-year-old Mike Wong of Syracuse. "He was just sticking up for Bernie. He didn't understand the situation. I think the chancellor did the right thing."

"It's sad," added 29-year-old Michael Knowles of Syracuse. "We've all stuck up for a friend and then realized we shouldn't have. He (Boeheim) didn't do anything wrong."

Not everyone agrees.

In the last home game against Colgate 10 days ago, Fine's customary seat was left vacant, and players tapped it as a symbolic gesture in support of Fine. On Tuesday night, there was no empty seat.

Singapore is quite backward

In spite of our banks spending hundreds of million dollars on their I.T. systems, Singapore is actually quite backward. Many people write checks and mail them to their payees.

I have just written a check to pay my subscription to a professional body in Singapore. I have to mail the check to the organization.

In a more advanced society, I could pay by credit card or by bank transfer. The professional body in Singapore does not allow this form of payment because the process is quite a hassle. It is a hassle to make a one time payment in Singapore and also a hassle for the receiving party to identify who has made the payment.

In other countries, the payer will use internet banking. The receiving party receives receives the payment with the necessary details to handle their processing. It would have been much more convenient for all parties.

I believe that the backward processes in Singapore is probably due to requirements by the Monetary Authority of Singapore. Some of these requirements, whether in the name of security or anti-money laundering measures, are implemented mindlessly, making the measures to be quite impractical. But, sadly, this is Singapore. I hope that MAS will get advice from practical people on some of their measures, and can make a judgement on security and practicality.

A new 1 bed room condo at Lorong Chuan goes for upwards of $538K. A quick calculation shows the cheapest 1 bed room unit in the development is sold at a price that is 17 years of a median income worker's total income. If he uses his income fully to service his condo, he will take 17 years...nothing left for food, clothing, utilities etc. What is prudent for someone earning the median income is a small HDB flat which is shrinking over time[Shrinking HDB flats due to need to maximise land and to adapt] and public transport which is now so crowded it is like a cattle ferry. There is also the problem of healthcare which is rising at double digits and outstripping median income growth. If you look at the Singapore worker in the middle earning the median income wage, his quality of life is not equal to a middle income worker in a developed country. Its gets worse as we go down the wage scale. When we get close to the bottom which is quite far down since there is no minimum wage, we have 350,000 workers who work full time but cannot make ends meet and depend on workfare to survive[Older, low-wage workers get Workfare bonus ] - these workers will never accumulate enough savings to retire and have to work their whole lives.

Philip Glass Will Appear At Occupy Lincoln Center

Philip Glass will occupy Lincoln Center.

At 10:30 p.m. on Dec. 1, Glass will appear as a part of a general assembly in the plaza and deliver a statement by mic-check. The assembly will engage in an "open conversation about the effects of increased privatization and corporatization of all aspects of society, and the use of nonviolent civil disobedience around the world to reclaim the commons," according to the Occupy Wall Street website.

Glass's opera "Satyagraha," which focuses on the story of Gandhi in his early years of non-violent protest in South America, is currently having a run at the Metropolitan Opera.

"The anti-war movements were empowered by Gandhi's history and our own," Glass wrote in a blog for The Huffington Post.

But for the Occupy organizers, the opera also underlines some of the ironies in performing such a piece at Lincoln Center, whose corporate sponsors include David Koch. Occupy protestors were supposed to march on Lincoln Center in mid-October, though only a few showed up on the night they were scheduled to protest.

"We see a glaring contradiction in ?Satyagraha? being performed at the Lincoln Center where in recent weeks protestors from Occupy Wall Street have been arrested and forcibly removed for exercising their First Amendment rights to peaceful public assembly," they wrote.

They go on to note that Bloomberg L.P. is one of Lincoln Center's major sponsors, calling out Mayor Bloomberg for his treatment of the Occupy movement.

"The juxtaposition is stark: while Bloomberg funds the representation of Gandhi's pioneering tactics of nonviolent civil disobedience in the Metropolitan Opera House, he simultaneously orders a paramilitary-style raid of the peaceful public occupation of Liberty Park, blacking out the media, while protestors are beaten, tear-gassed, and violently arrested," they wrote.

The Occupy movement does not yet have permission to protest on the Lincoln Center plaza, and some members have threatened to start a hunger strike if they do not receive permission, continuing the strike until they receive permission.

"In responding to the general frustration and sadness we feel, these "movements" have taken up once again these basic principles of activism and non-violence," Glass wrote of the Occupy movement. "We should be proud that the basic guarantees of free speech and assembly are at the core of our Constitution and Bill of Rights. Those who would deprive us of these "inalienable rights" are the real radicals."

It sounds like a familiar refrain, but some big banks are upping their ATM fees again.

These fees are aimed at folks who use outside ATMs. TD Bank now charges its customers $2 for withdrawals from ATMs outside its network. And HSBC has raised its fee from $2 to $2.50.

Keep this in mind: These are double-dose fees. They're added onto whatever the outside ATM owner charges. And these noncustomer fees reached record highs in 2011, according to the Bankrate 2011 Checking Survey. The average fee that banks charge noncustomers to use ATMs is $2.40.

These ATM fees also vary by locale. They're highest in Denver at $2.75. Seattle, San Diego and Houston also dinged ATM users with high fees. Cleveland charged the lowest fees: $2.06.

Behind this push are banks rooting around for more income. The Durbin Amendment (part of the Dodd-Frank Wall Street Reform and Consumer Protection Act) has taken effect, and it cuts bank interchange fees. These fees are charged to merchants for debit card payments. The result is that large banks could lose billions of dollars in income, so they're searching for ways to increase income by upping debit card or ATM fees.

To be sure, these higher ATM fees are avoidable, says Greg McBride, CFA, senior financial analyst at Bankrate.com. You can switch to community banks, credit unions or online banks that don't charge ATM fees and may not begin charging them because they're exempt from the Durbin Amendment, he says. Switching to cash, checks or credit cards also makes sense.

In addition, some banks lower fees for customers with large accounts or direct deposit. For example, HSBC USA reimburses Plus Banking customers for three withdrawals per month at outside ATMs. Bank reimbursement policies can vary, so it pays to read the fine print, McBride says.

"If you want to stay with your current bank, see how you can avoid fees," says Ed Mierzwinski, a consumer advocate at the U.S. Public Interest Research Group in Washington, D.C.

Still, switching banks to avoid fees isn't always the answer. Some customers with online banking or several accounts at one bank will find that getting disentangled is difficult. And switching also can cost you, including time spent finding a new account, Mierzwinski says.

So what's a consumer to do?

Here are four ways to avoid paying ATM fees.

Switch to a credit union. Because they are co-ops owned by depositors, credit unions usually charge fewer fees and they cost less -- even for using ATMs. Why? They rely on the 28,000-ATM Co-Op Network nationwide, which includes 5,500 7-Eleven stores. It's a surcharge-free system that's bigger than ones offered by Bank of America and JPMorgan Chase & Co.

You can even make deposits at some credit union ATMs, says Marsha Baker, who teaches consumer finance at Lindenwood University in St. Charles, Mo.

Get cash at grocery stores or drugstores. When making a purchase at a grocery store or drugstore, you can usually choose to also get cash. These withdrawals are free. Target and Wal-Mart stores also give you cash-back options.

Try online banks. Since they lack their own networks, online banks typically reimburse you for out-of-network charges. Others tap into large nationwide ATM networks that are bigger than what banks offer. For example, ING Direct banking customers can access the nation's largest surcharge-free network, Allpoint Network, which has 40,000 ATMs in 50 states. And Ally Bank reimburses customers who use any ATM nationwide. Charles Schwab also offers high-yield checking that reimburses you for ATM withdrawals made worldwide.

These days, some online banks let you download free smartphone apps for locating network ATMs. For example, ING Direct offers an ATM-finder app you can use to pinpoint any Allpoint ATM.

To counter growing bank fees, new resources are popping up. Take online financial services provider BankSimple. Still under development, its aim is helping you manage your money and bypassing bank fees. It also gives customers access to no-charge ATMs via Allpoint's network.

Plan out your cash needs. Taking out lots of cash at once also can help you budget better. With cash, you spend 10 percent to 15 percent less than with debit cards, says Baker. The trick is figuring out how much money you'll need a few days in advance.

Whichever method you opt for, avoiding out-of-network ATMs can save you big bucks over time.
